generalize TTimingChargeCalibrationProcessor

now you can use TTimingChargeCalibrationProcessor more generally.
It only requires input of inheritance from art::ITiming and/or
art::ICharge and availability of all of their (Set|Get)(Timing|Charge) Method.
(you needed inheritance from art::TTimingChargeData before.)
